Transforming risk into control: Intumescent PFP Coatings and Structural Steel Assessment delivered for a Major UK Stadium Refurbishment

Client(s)

  • Coating Application Contractor
  • A Major Football Stadium Owner

The Project

When refurbishing ageing stadium infrastructure, uncertainty around existing passive fire protection (PFP) can create significant technical, regulatory, and financial risk. Without reliable information on the condition of structural steel and intumescent coatings, refurbishment projects can suffer from inaccurate budgets, programme delays, and compliance concerns.

Safinah was appointed by a Coating Application Contractor in behalf of the owner of a major football stadium to provide an independent technical assessment of the stadium’s structural steelwork and passive fire protection systems. Through detailed surveys, technical consultancy, and regulatory review, Safinah provided the evidence needed to support confident refurbishment decisions, accurate contractor pricing, and long-term asset protection.

The Challenge

The stadium owner required an accurate understanding of the existing passive fire protection across the structural steelwork before commencing refurbishment works.

Several key questions needed to be answered:

  • Where is existing intumescent fire protection installed?
  • What condition is it in?
  • Which areas require refurbishment?
  • How much steelwork requires protection?
  • Does the existing fire protection strategy remain compliant with current legislation?

Without this information, contractors could only estimate refurbishment costs, increasing the risk of budget overruns, unnecessary work, or insufficient fire protection.

Safinah's Approach

Safinah developed a structured survey methodology designed specifically for complex public infrastructure assets.

Our consultants carried out:

  • Comprehensive identification of existing intumescent coatings
  • Condition assessment of passive fire protection systems
  • Structural steel dimensional surveys
  • Surface area calculations for refurbishment planning
  • Fire loading and section factor calculations
  • Technical appraisal of the existing fire protection strategy
  • Review against current sports stadium fire safety requirements

Using specialist inspection techniques and proven methodologies, Safinah gathered accurate data efficiently while minimising disruption to the operational stadium.

The Solution

Rather than simply producing survey data, Safinah translated complex technical findings into practical information that project stakeholders could use with confidence.

The project delivered:

  • Verified locations and condition of existing passive fire protection
  • Accurate quantities for refurbishment planning
  • Reliable steel dimensions for fire engineering calculations
  • Independent technical documentation supporting procurement
  • Clear recommendations aligned with current fire safety legislation

This enabled refurbishment decisions to be based on evidence rather than assumptions.

Project Results

The survey provided a robust technical foundation for the refurbishment project.

As a result:

  • Contractors were able to submit accurate refurbishment quotations
  • Refurbishment budgets were based on verified quantities rather than estimates
  • Fire protection deficiencies were identified before construction commenced
  • The stadium owner gained confidence that completed works would satisfy current fire safety requirements
  • Long-term maintenance planning became significantly more straightforward through the availability of reliable baseline asset information

Why independence matters?

Safinah provides objective technical advice focused entirely on achieving the best outcome for the asset owner, while providing enhanced confidence for the coating application contractor – ensuring project certainty and maintaining its good reputation.

By combining independent surveys, technical consultancy, and regulatory expertise, we help project stakeholders make informed refurbishment decisions with confidence. Our evidence-based approach improves budget certainty, supports compliance, reduces project risk, and provides clear technical documentation that can withstand regulatory review, insurance assessments and future asset management requirements.

For stadium and other building owners, this means refurbishment investment is directed where it is genuinely needed, while helping ensure facilities remain safe, compliant and operational for many years to come.
