The building refurbishment challenge.
Commercial refurbishment projects are increasingly driven by ESG targets, changing tenant expectations, MEES requirements, insurance scrutiny and the need to reposition ageing assets as Grade A space.
But coating systems are often treated too late in the process.
Poorly defined specifications, unknown existing coatings, incompatible systems, weak QA records or uncontrolled site changes can lead to delays, rework, compliance exposure and future liability.
Key risks include:
- Unknown legacy coating systems
- Incorrect or incomplete coating specifications
- Passive fire protection coating uncertainty
- Topcoat and compatibility failures
- Poor surface preparation control
- Insufficient inspection and QA documentation
- Disputes between project stakeholders
- Weak evidence for handover, insurance or future asset management
Transforming risk into control.

Intumescent Passive Fire Protection (PFP)
Mitigating the hidden risks of inheriting legacy intumescent coatings on building refurbishment projects.
Why legacy intumescent coatings may be unsuitable;
- Insufficient DFT capacity
DFT doesn’t meet required levels based on new requirements resulting from changes in code, additional load utilisation or was under applied initially. - Aesthetics are unsuitable for reuse
Degraded aesthetics over time do not match with architectural intent and client desire requiring as a minimum top-coating with associated challenges. - Fire strategy change
Existing intumescent coating may not provide protection across revised fire durations - Unverified current systems
Without verifying the existing system, refurbishment is built on uncertainty and that’s no longer defensible. - Limited reuse data availability
Extremely limited test data and assessments based on simply adding to what’s there even if in good condition
Safinah identifies and manages hidden intumescent coating risks in legacy building refurbishments through independent assessment, verification, and governance – ensuring compliant systems, traceable documentation, and defensible decisions aligned with modern regulatory expectations.
