Client(s)
- Coating Application Contractor
- Major Offshore Oil Production Operator
Safinah’s coating expertise enabled a coatings application contractor to deliver measurable technical and operational advantage for a major offshore oil production asset owner and operator with facilities located in Africa.
Following a coating survey conducted by another service provider that failed to satisfy the asset owner’s internal standards, the contractor required a structured, technically governed solution that would meet stringent reporting expectations and restore confidence in survey outputs.
Safinah was appointed to deliver that solution.
The Project
The asset owner required a structured Facilities Management (FM) coating survey aligned with its internal reporting standards to support:
- Integrity management decision-making
- Long-term lifecycle planning
- Consistent, comparable condition data across offshore assets
The survey scope covered Asset A and Asset B, with outputs required to meet strict internal data structures and quality expectations – not simply provide visual condition commentary.
This was not a routine inspection. It demanded governance, alignment, and reporting precision.
The Challenge
Prior to engaging Safinah, the contractor considered:
- Using internal resources
- Engaging freelance survey personnel
However, these approaches presented significant risks:
- Inconsistent interpretation of standards
- Limited understanding of the asset owner’s specific data requirements
- Weak quality control and reporting governance
- Potential misalignment between offshore execution and internal reporting formats
The contractor recognised that without structured oversight, survey outputs risked failing to meet owner expectations – with associated commercial and reputational consequences.
Safinah's Approach
Safinah implemented a structured, asset-owner-aligned coating condition survey strategy designed to ensure technical robustness and reporting integrity.
What We Delivered
Safinah executed the coating condition survey in accordance with predefined, owner-aligned standards, ensuring capture of specific structured data points required for internal reporting systems.
Delivery Model
Two offshore-based surveyors
- Field inspections
- Condition assessment to defined standards
One onshore lead surveyor
- Report compilation
- Quality control oversight
- Continuous technical support throughout the execution
This blended model ensured operational efficiency offshore while maintaining centralised technical governance and reporting consistency onshore.
Project Results
- The Asset B survey was successfully delivered to the asset owner’s satisfaction.
Outputs met internal reporting requirements and lifecycle planning needs, demonstrating clear improvement over the previous survey submission.
As a direct result:
The asset owner subsequently requested Safinah to undertake the Asset A survey – despite a previous survey having already been completed by another contractor with a less satisfactory outcome.
Confidence had been restored.
Strategic value to the Contractor
Safinah’s involvement elevated the contractor’s delivery from scope execution to technically governed, integrity-aligned outcomes.
Key value delivered included:
- Strengthened technical credibility with the asset owner
- Structured survey oversight aligned to internal reporting frameworks
- Increased asset owner confidence through independent technical governance
- Reduced ambiguity, rework, and scope-driven inefficiencies
- Improved coordination between offshore execution and reporting requirements
- Lowered commercial and reputational risk exposure
The contractor was no longer simply delivering inspections – it was delivering robust, owner-aligned technical assurance.
Long-Term Impact
The efficiency, clarity, and confidence delivered through Safinah’s structured approach led to a strategic decision:
- The contractor embedded Safinah’s technical expertise into its oil production platform coating service offering.
- This strengthened the contractor’s competitive positioning in future offshore bids and reframed independent coating governance as a value differentiator rather than an optional add-on.
Ultimate Result
Independent technical coating governance became a differentiator – not an accessory.
For offshore oil production assets operating under increasing integrity, regulatory, and insurer scrutiny, that distinction matters.
